Were the blacklisted Sikhs to Make Public Only a Politics?

Was The Home Ministry Asking the Proposal Like Shifting the Onus of Militancy on Akalis With An Ulterior Motive To Revive It Again?

  1. The Union home minister P. Chidambaram, Jasbir Singh Rode, Sukhpal Singh Khaira and Jassi Singh Khangura, who are they being projected as sympathisers of the blacklisted Sikhs?
  1. It was being said that the Union home minister’s move to facilitate to strike innocent Sikhs off the blacklist, but the state government says it’s unwilling to send a proposal to the home ministry to initiate such a move.  Why is it so?
  1. Who blacklisted the Sikhs and the blacklist was and is with whom? What was the role of “Some powers” to prepare the blacklist and now make it public?
  1. Were the above named, sympathisers of the blacklisted Sikhs not in touch with the blacklisted Sikhs directly or indirectly?
  1. Did Deputy CM Sukhbir Badal response to Chidambaram’s offer by saying that it is for the Centre to prepare the proposal not correct in view of the aforesaid questions?
  1. Did Sukhbir Singh Badal not  correct to say and to add that for long the Punjab government has been requesting the Union home ministry to share the blacklist so that the state could investigate their antecedents?
  1. Whether Sukhbir Singh Badal was not right to say that only the centre to prepare the proposal and share the blacklist?
  1. Whether Deputy CM Sukhbir Singh Badal is not entitled to know about the blacklisted Sikhs belonging to which agencies i.e. to which wing of the central agencies?
  1. The words put in the mouth of Jasbir Singh Rode, “The reluctance of the moderate Akali Dal to get the blacklisted Sikhs back into the mainstream is understandable because they have always been at loggerheads with the extremists. They now occupy the political space vacated by the Khalistan lobby”, can not brushed aside so lightly in view the aforesaid questions till remain unanswered.
  1. What inference can be drawn from the words put in the mouth of Rode, “The reluctance of the moderate Akali Dal to get the blacklisted Sikhs back into the mainstream is understandable because they have always been at loggerheads with the extremists”?
  1. It means that the centre agencies kept a reserve force under the garb of blacklisted Sikhs to replace Akalis politically by reviving the Khalistan lobby in Punjab again.
  1. In view of this serious manipulation by the men hand in glove, Sukhbir Singh Badal, before proposing any move, has to ensure first about the identity and the antecedents of the blacklisted Sikhs.

MLA Jassi Khangura and the "blacklisted" NRI Sikhs

Was Jassi Khangura pretending himself totally to be innocent about terrorists by his statement? 

The following points could be raised or the inference can safely be drawn from the statement of Mr. Jassi Khangura, Congress legislator from Qilla Raipur, earlier NRI as under:  

(A)  MLA Jassi Khangura who could be presumed close to the "blacklisted" NRI Sikhs and at the same time, he is also close to the centre means close to the PM, to whom “Some Powers i.e. the central agencies” provide all security information including the ‘Black List’ etc and advise accordingly.

(B) Under the circumstances, MLA Jassi Khangura can directly seek and provide information about the "blacklisted" NRI Sikhs, he being influential at both the ends.  Or

(C) After more than 25 years by his this statement, did MLA Jassi Khangura not trying to establish that he himself was and is a terror being close to the terrorists abroad and the centre who were one and the same thing, under the active supervision of the “Some Powers” and the other parties were never having any say in the matter or the link with terrorists being shown ‘black listed’ under the cultural cover as stated below and already explained by the  former DGP K.P.S. GILL And Or

(D) Was MLA Jassi Khangura trying by the statement to become popular legislator among Sikhs, secretly disclosing in the political style, the secret of the "blacklisted" NRI Sikhs and the “Some Powers” under his influence or all with him after more than 25 years? Or

(E)  Was MLA Jassi Khangura pretending himself totally to be innocent about terrorists by his statement, whereas he was and can not be so under the given circumstances?

(F)  Whether MLA Jassi Khangura like congress legislators can be seen in isolation and separated from Congress party in relation to the national policy and strategy, the former DGP K.P.S. GILL disclosed?

(G)  Answer has to be ‘No’. Isn’t?

Why MLA Jassi Khangura should also not answer the questions in view of  the following submission? 

Was the demand to uncover and expose the cultural cover and the cry for justice in favor of the transparency and accountability, does it amount to revolt against the State and or the lawlessness?  

1. In case, the international community concludes so on the ground that it was the acceptable world phenomena, and there can never be any remedy except the whistle-blowers including me to surrender under protest grudgingly. But, I wish to pose the following questions to have answers in the larger interest to test the transparency and accountability in the context in Indian system:

Can the information under the Act, be provided as to how many Sikhs arrested meaning thereby taken into custody, captured, detained, caught, taken in for questioning, picked up etc and or how many sent abroad and now on the ‘black list’, and or arrested to arm them as terrorists and cats, and or how many surrendered meaning thereby: laid down their arms, admitted defeat, submitted, yielded, given in, gave up etc after the Army attack 1984 till today?

3. The details of the Sikhs and others who were picked up spontaneously, unplanned manner surprisingly and later on killed, eliminated, liquidated, shown disappeared etc all including the given categories as stated by former DGP K.P.S. GILL after the period stated above? See reference below.

4. As to why a 'Constitutional Commission' did not set up for facing justice on the demand of former DGP K.P.S. GILL?

Could the detailed identity of the main accused (Rajiv Gandhi) stands killed by a ‘Human Bomb’, the other co-accused, who remained the part and parcel of the then entire government machinery, responsible for the `genocide of Sikhs' or the `State-Sponsored Violence' against Sikhs not be disclosed being a matter of record as the accused were on duty on all the three days of Sikh Massacre-1984?

5. Why only the government always form or remain in search of some committee, team, the individuals as its henchmen, when the crime(s) committed by the state machinery become so open, to insist only to accept the adequate compensation and start pressurizing the victims families to accept the same and no guilty punished except playing political dramas like the cases of H.K.L. Bhagat, Jagdish Tytler and now case of Sajjan Kumar etc?

WHO WILL  ANSWER THE QUESTIONS?

Indian Government admits black list of 205 Sikh NRI's existed, after 26 years of the Army Attack (Operation Blue Star) on Sri Akal Takhat, Durbar Sahib (Golden Temple) and other religious places in Punjab.

Whether the strategy of the black list of Sikhs and the disclosures and the demand, ‘A Constitutional Commission should be set up’ by former DGP of Punjab, K P S Gill were and are correlated? 

Who will answer about the link and correlation between the black list of 205 Sikh NRI's existed and the disclosures and the demand, ‘A Constitutional Commission should be set up’ by former DGP of Punjab, K P S Gill? 

Whether the strategy of the black list of Sikhs and the disclosures and the demand, ‘A Constitutional Commission should be set up’ by former DGP of Punjab, K P S Gill were and are correlated and that’s why and for the reasons Mr. K P S Gill was demanding unsuccessfully  to find out and identify the categories  of terrorists and the officers in all branches (agencies) of government and administration involved in the (Inhuman) ‘National Policy and Strategy’ by a Constitutional Commission for facing justice and the government shamefully remained silent   even after 26 years of operation blue star (Army Attack) ? 

Do who believe that Ajit Singh Sandhu is alive and consider K.P.S. Gill's letter to Prime Minister I.K. Gujral as a part of inhuman National Policy and Strategy being confessed openly or bogus?

OR

Whether the publicity of the story that Ajit Singh Sandhu being alive like other “cats” is to terrorize Sikhs forever?

Who are parties to this inhuman ‘National Policy and Strategy’ within and outside?

Who will answer, inquire and punish for the people shown ‘Killed’ in place of these “cats” and the persons claimed to be alive?

A Constitutional Commission should be set up!!!

1.        I am writing to you on my return to Delhi from the funeral   of SSP A.S. Sandhu.

2.       The real question is whether a strategy of State Terrorism was adopted by the police; and the answer is unequivocally in the negative.

3.        The police strategy (inhuman 'National Policy and Strategy') against terrorists gave the latter four options. The first three were conventional measures of response: the possibilities of arrest* (meaning: take into custody, capture, detain, catch, take in for questioning, pick up etc), flight** (meaning: trip, journey, voyage, passage, crossing, go in a boat, travel by water, air travel, put out to sea etc to abroad), or armed*** (Meaning: fortified, carrying weapon, equipped, prepared etc) engagement. The fourth option was offered in the later phases of the campaign. The terrorists were told that, if they chose surrender**** (meaning: lay down your arms, admit defeat, submit, yield, give in, give up etc), they would be welcomed and embraced with warmth. At first all surrenders took place in my presence and in some cases in the presence of the then Chief Minister. But after a while the deluge became difficult to handle, and SSPs were authorised to accept surrenders. The largest number of surrenders were before SSP A.S. Sandhu. And yet, he was a "blood thirsty man"!

CATEGORIES of terrorists AND THE officers in all branches of Government and Administration involved in the inhuman ‘National Policy and Strategy’ MUST BE IDENTIFIED BY A CONSTITUTIONAL COMMISSION FOR FACING JUSTICE

*Arrest meaning: take into custody, capture, detain, catch, take in for questioning, pick up etc

**Flight meaning: trip, journey, voyage, passage, crossing, go in a boat, travel by water, air travel, put out to sea etc to abroad

***Armed Meaning: fortified, carrying weapon, equipped, prepared

****Surrender meaning: lay down your arms, admit defeat, submit, yield, give in, give up etc

The Sikhs and others who were picked up spontaneously, unplanned manner surprisingly and later on killed, eliminated, liquidated, shown disappeared etc all including the given categories (the Punjab police not only used “cats but also rats, bats, camels and the ilk…..”) according to police are required to be identified by a 'Constitutional Commission' for facing justice and similar is the demand of former DGP K.P.S. GILL who clearly says that no government shall agree and allow to come out truth about the strategy of State Terrorism.

NOW HOW AND WHAT TO CONCLUDE THAT WHO IS WHO?
THEN WHERE IS THE JUSTICE?

The Butcher of Punjab Gets Audience at UN

The allegations against the former Punjab DGP, KPS Gill never denied by him, but he has already given detail and explained as to how it was all done under the national policy and strategy.  Only singling out to the former Punjab DGP, KPS Gill for the purpose, was only amounts to declaring the central agencies (“Some Powers”) i.e. the Indian State innocent and not guilty.

In case the former Punjab DGP, KPS Gill proved sincere and honest, he is the only person having courage, may be known as "the Butcher of Punjab,"  to disclose in UN, as to why he was part and parcel of the team who committed the gross violations of Human Rights, including the fake-encounter killings of Sikh youth.

The former Director-General of the Punjab police, KPS Gill is in the capacity to uncover and expose the Indian cultural cover in the interest of the transparency and accountability for justice, especially to further answer and clarify my following questions:

In view of the above, I take liberty to comment and react against those who object his presence at the 13th Session of Human Rights Council in Geneva this month and asking to prevent KPS Gill from entering the United Nations Human Rights Council.
