Ludhiana Police Commissioner orders inquiry into collection of Goonda Tax by Punjab Police

LUDHIANA: To the embarrassment of Punjab Deputy CM Sukhbir Singh Badal, on a complaint made by senior lawyer and writer-journalist Balbir Singh Sooch, Commissioner of Police, Ludhiana Ishwar Singh on Monday ordered an inquiry by Deputy Commissioner of Police about collection of Goonda Tax by city traffic police. 

Balbir Singh Sooch who claims to be witness to collection of Goonda Tax by traffic police said that ADCP/Traffic, Ludhiana Sajjan Singh Cheema was openly justifying the act of issuing receipt cards by some organizations to collect ‘Goonda Tax’ in connivance with the Traffic Police on one or the other pretext. Sooch has alleged that traffic police was tool in collection of Gooda Tax. The cards issued to commercial vehicles are checked at every police naka to give them way. 

Sooch said that he highlighted the menace before the Commissioner of Police, Ludhiana and the ADCP/Traffic. But his outspoken behaviour was also cause of irritation initially for the Commissioner of Police, Ludhiana, though he said that an email sent on November 14, 2010 to police on the subject, ‘CORRUPTION: Encounter with Punjab Traffic Police would be helping us to improve the traffic system. Sooch also thanked PunjabNewsline editor Satinder Bains for helping to raise the issue. 

Sooch told the Commissioner that he was feeling ashamed to bring the drawbacks about the reasons of Traffic jams and the humiliation faced by common and the unprivileged people like him in the hands of Traffic police, Ludhiana and it may also very likely to be a general phenomena throughout India which is already in your knowledge or supposed to be in your knowledge more than me in detail.  

The Commissioner of Police instructed the ADCP/Traffic, Ludhiana that such organizations issuing the cards after collecting money should never use my name anywhere or in any function conducted by them hereafter. 

The ADCP/Traffic Sajjan Singh Cheema in reply, started defending himself that they have already taken into possession hundreds of such cards issued by the various organizations and others, disclosing their identity to the Commissioner of Police, Ludhiana. Cheema had earlier denied presence of any such cards. 

Commissioner of Police assured Balbir Singh Sooch, “I have already entrusted inquiry to the Deputy Commissioner of Police, Ludhiana from taking it from ADCP/Traffic, Sajjan Singh Cheema”. 

Balbir Singh Sooch while travelling in a tempo a few days back was stopped by traffic police and the driver was asked to show the card (receipt) of payment made to so and so organisation. Sooch happened to sit in the tempo while carrying some domestic material. The police not only misbehaved with Sooch but also defended itself. The tempo driver later told Sooch that they are not allowed to move in the city without paying the 'Goonda Tax' collected in the name of certain social organisations.

Dear Balbir Singh ji, 

I appreciate your courage to tell the truth. The fact is that it is known for years that Punjab police is collecting Goonda Tax on the pattern of Mumbai under world. The booty goes upto DGP and distributed among district officers. I have personal knowledge that SP traffic in Mohali collects something Rs.4 to 5 lakh per month from all taxi stands in and around Mohali beside regular Goonda tax from truck unions, tempo unions. The monthly paid to DTO is different. Finally the entire burden is borne by people. 

Unfortunately, our politicians are so bastards that they know everything and even party to it but they cant resist it. I hope day will come when people will raise voice against it and teach lesson to the corrupt officers. It is also true that officers have to collect money to stay on top posts.

Goonda Tax to Remain in Some Form Forever, But Complainant May Never Be Free Till His Death!!! 

I was summoned today i.e. on 18 November 2010 by the Deputy Commissioner of Police (DCP), Ludhiana to whom on 15 November 2010, the inquiry into collection of Goonda Tax by Punjab Police was ordered to be conducted on the subject, ‘Collection of Goonda Tax by Punjab Police’. 

When, I was taken to DCP, he said, ‘Yes’, meaning thereby, what do you want to say?

Now, it looks Goonda Tax to remain in some form forever, but complainant may never be free till his death!!!

Ludhiana, commissioner police, Ishwar Singh seems neither as a party nor did remain so ever in the collection of Goonda Tax by Punjab Police. 

Now, after Ludhiana Police Commissioner orders inquiry into collection of Goonda Tax by Punjab Police,

 seems personally taking interest as an honest and sincere commissioner police, Ludhiana to bring reforms in police and also started applying the techniques to eradicate the menace of crime and the problem of Traffic which is very likely to prove an eye opener for the entire police in India. 

The crime and the problem of Traffic throughout India can not be solved without the active, honest and sincere involvement of police to eradicate the menace as the menace is the creation of police itself with the participation of some dirty political class to the knowledge of all citizens of India. The Politicians and the so called social organizations at large are willfully silent due to their own selfish reasons.  

Though detailed findings of the ordered inquiry into the collection of Goonda Tax by Punjab Police are awaited, but I can not resist to say thanks to the ADCP/Traffic, Ludhiana Sajjan Singh Cheema , despite his undesirable behavior with me during the interaction, who finally hesitatingly admitted rather confessed before Ludhiana, commissioner police, Ishwar Singh in my presence  that there were and are the so called social organizations and persons helping police in collection of Goonda Tax by Punjab Police.
